Who We Are
Purpose: Jefferson Mental Health Services (JMHS) is a private, not-for-profit (501c3 status) community mental health center providing both mental health and behavioral health care services to children, families, adults and seniors in East Jefferson County, Washington State. Its offices are located in Port Townsend, Washington; out-station services are provided in south county (Quilcene and Brinnon Washington). Community based services are also provided in schools and other settings on an individualized basis.
JMHS programs are designed to assist individuals who are affected by mental illness or behavioral or emotional disorders to receive services necessary to maintain independent functioning. Our services are tailored to the needs of each individual, including linkage with natural supports in the community. Because of our committment to mental health, JMHS collaborates with the community in providing preventive activities through the Child & Family Resource Center located on the JMHS campus.
JMHS is committed to the East Jefferson County community and to collaboration with other providers and community members so that the best possible services may be delivered to everyone's benefit.
Mission: Jefferson Mental Health Services is dedicated to providing respectful, accessible, community-based mental health and behavioral healthcare services to the people of East Jefferson County in order to enhance their quality of life.
Board of Directors: Administration of JMHS consists of a Board of Directors who appoint the Executive Director to carry out the mission and execute the business of the agency. The Board is comprised of members of the community with a particular interest in mental health.  Funding: JMHS services and activities are funded through a variety of sources. Its 2007 - 2008 budget is $1, 500,000.
Through prudent financial management JMHS seeks to enhance its funding and bring quality professional services to East Jefferson County. Financial oversight includes services of an independent CPA firm, annual audits by an outside certified CPA auditing firm, and review by a JMHS Board of Directors sub-committee whose members have expertise in this area.

The Peninsula Regional Support Network (PRSN) administers state funded [Medicaid] mental health services for Jefferson, Clallam and Kitsap counties. This resource accounts for approximately 70 % of JMHS's funding. Services supported by PRSN funding are:
Triage services including Crisis and Access (screening or Mental Health Assessment).
 Covered out-patient mental health and behavioral health services for individuals with Medicaid coupons and others who meet funding source entry criteria.
 Gatekeeping and evaluation for in-patient service
Insurance and other third party billing for out patient treatment and psychiatric outpatient services, as well as private party payment for services accounts are an important part of our income. JMHS staff are on many Insurance, managed care, and EAP practice panels, and our expert administrative staff are available to help patients through the insurance and billing process.
Contracts with other organizations: Services supported by this funding include:
 O3A (Olympic Area Office on Aging) supplemental funding for Older Adult services.
 DSHS Children's Administration funding for:
Parent-child visitation supervision
 Contribution to the Wrap-around services of the JMHS Child & Family Program
Child Aide tracker for targeted DSHS CA supported children with severe behavioral problems
 U.S. Department of Education funding for Partners With Industry project to support employment for disabled individuals.
Awards & Grants are an important and appreciated funding component usually targeting specific needs. United Good Neighbors (UGN) awards help support our daily lunch and socialization activities in Harbor House (an Intensive Community Support activity), have funded equipment in our Child & Family Resource Center (CFRC) Play Therapy Room, and provide support for our Open Door Program, an out-reach activity for at-risk older adults. A Bill & Melinda Gates Foundation award for the CFRC's paving, landscaping and interior finish needs was crucial to the CFRC's completion. A Washington Council for the Prevention of Child Abuse & Neglect funded parenting support and education activitie.
Contributions & Donation As a 501 (c) 3 non-profit organization all contributions and donations are tax deductable. A portion of our funding is dependent on contributions from private citizens and others. With the kind assistance of Henery's Hardware and others, our Child & Family Resource Center would not have been built, and without additional donations and contributions program and service expansion is not possible.
Other
The Discovery School, a JMHS Education & Day Treatment Program for severely behaviorally disturbed children is funded with fees from referring school districts.
The Peninsula Regional Support Network (PRSN) administers state (Medicaid) funded mental health services for Jefferson, Clallam and Kitsap Counties. The nine County Commissioners from the three counties form the PRSN Executive Board responsible for making contracting and funding decision for the region. A citizens Advisory Board comprised of fifteen individuals (five from each county) - at least 15% of whom must be consumers or family members of consumers of mental health services - makes recommendations to the PRSN Executive Board.
